Orange County, Florida. – The Orange County Sheriff’s Office said the Resistance Response Report will be finalized and reviewed by the Occupational Standards Unit after a video on social media showed a deputy with his arm around a man’s neck.
The mayor’s office said it was aware of video of Representative Kyle Plafkan hitting Rahen Ellis, 28, twice before the deputy put his arm around the man’s neck.

According to the report, Plafkan halted traffic near the intersection of Silver Star Road and Pelco Drive on Friday, April 22.
The report said that Ellis did not have a driver’s license and that the license plate of the car he was driving did not match the car itself.
During the traffic stop, Ellis Plafkan pushed and ran, the report said. Records show that Ellis then started running around the parking lot and then got back in his car, at which point Plafkan removed him.
It was then that the report said that Ellis began to fight Plafcan and at one point kicked the deputy in the face.
It is not clear when the interaction recorded on the video occurred. It is also unclear in the short clip if Ellis is being choked.
The arrest report said both Plafkan and Ellis were taken to the hospital – Vice Wounded and Ellis, “because he said he couldn’t breathe.”
News 6 obtained a copy of the mayor’s office response to the resistance policy which states that “the use of neck restraints is prohibited, except in cases of lethal force.”
After sending a number of questions to the OCSO, the office said it would allow the review process to take place.
“The response to the resistance report will be completed and reviewed by our professional standards unit. The questions you ask cannot be answered until the full response to the resistance has been written and reviewed.”
Ellis faces charges of beating a law enforcement officer and violently resisting an officer.
