(Reuters) – Russian Foreign Minister Sergei Lavrov said on Friday that Russia does not consider itself at war with NATO over Ukraine because such a development would increase the risks of nuclear war, the RIA news agency reported.

Russia’s RIA news agency said Lavrov told Dubai-based Al Arabiya TV that Ukraine was wrong over the stalled peace talks with Russia, blaming what he said had changed Kyiv’s negotiating positions.
